National Oversight Framework (NOF) and new performance dashboard and league tables

Today the Government has launched the National Oversight Framework (NOF) and the associated new performance dashboard and league tables. NHS England has produced an interactive performance dashboard which shows how NHS trusts are segmented (1 to 4) based on their performance against the NOF metrics. High performing trusts in segment 1 may receive greater autonomy while more challenged trusts, particularly those in segment 4, will be offered support or receive interventions. For providers facing the most significant performance or governance challenges intensive, tailored support may be provided through the Recovery Support Programme (PIP) accessed via segment 5.

The rankings score NHS trusts on seven different areas including access to care, effectiveness and experience of care, finance and productivity, patient safety and people and workforce.
UHP has been placed in Segment 4 and ranked 109 out of 134 acute hospital Trusts for performance.

Our ratings in the national NHS League Tables reflect the fact we’re on a journey improving the services we deliver for our population. Our great teams have made some big improvements already but there is still a way to go before we are ranked among the best hospital trusts in the country.
We’ve got a plan to become a high quality organisation that delivers really great care for our patients. We are performing to that plan and improving everyday thanks to the work of colleagues right across our organisation. We are already rated ‘Outstanding for Caring’ by the Care Quality Commission, and you can see what we have achieved with our plan so far with the examples below.
Our focus now is on continuing to deliver for patients and on improving our culture so University Hospitals Plymouth NHS Trust is a great place to work. We are doing this by empowering our teams so services are clinically-led and taking action on supporting people to speak up if they have a concern.
Turned around Urgent and Emergency Care
In December 2023 we were often the worst in the country for long waits to be seen in the Emergency Dept and long ambulance waits outside. Now we are the most improved in the country and every day >70% of our patients are seen and treated or discharged within 4 hours for urgent and emergency care. We have seen a rapid improvement since June and this week we have opened a new Urgent Treatment Centre to be able to further improve access for people to urgent care quickly. Surgical Services rated Good by the Care Quality Commission
Our Surgical Services have been rated Good by the Care Quality Commission this summer and we are introducing new treatments for patients all the time, for example we recently treated our first patient with kidney cancer using a new cryoablation technique. In doing this, we have become the first NHS Trust in the South West to offer this treatment.
In 2024/25, we were in the best 25% of hospitals in the country for most planned patient care, including outpatients and we were the 9th best hospital in the country for theatre utilisation.

Leaders in Research
We lead on research in the south west and in our overall recruitment to clinical trials we are the second highest in the country. We are innovative in research and we are taking research out into our communities through our Mobile Research Units. This year, using them, we have delivered a paediatric vaccine study for RSV and a study around vaping and quitting vaping. The RSV study was called Harmony and by utilising the mobile research units, we were the highest recruiting site in the UK.
Moving care into the community
We have been innovative and developed more care closer to home, in line with the NHS 10 Year Health Plan, for example our award-winning x-ray car service that x-rays patients at home.
Investing in Facilities for care in the future
We are investing in better facilities for care in the future such as a Community Diagnostic Centre in the heart of Plymouth and a new Emergency Care Building at Derriford Hospital.
